In order to continuously deepen financial services and solve the financing problems of small, medium and micro sized enterprises, the People's Government of Chengdu Hi-Tech Industrial Development Zone held the "Special Financing Matching Conference of Tianfu Life Science Park" in the afternoon of June 18, after the launch of the "High-tech Star" collective credit program (RMB 20 billion). It was the fourth event of the Zone's financial series - supporting enterprises to realize stable and full production, and more than 50 biomedical companies were attracted to the meeting. 

At the meeting, the Biological Industry Bureau of Chengdu Hi-Tech Industrial Development Zone detailed the Policies for Promoting the Formation and Development of Bio-industry Ecosphere (Industrial Functional Zone) for the enterprises in Tianfu Life Science Park. The responsible directors from Bank of Chengdu, Postal Savings Bank of China, Industrial and Commercial Bank of China, Agricultural Bank of China, Bank of Communications and other banks attended the meeting and gave lectures on the handling requirements of relevant policies in in Chengdu Hi-Tech Industrial Development Zone and the special products and interest discounts offered during the epidemic. Meanwhile, the policy consultation and financing needs of the present enterprises were answered and matched separately and the financing demands successfully matched on the site exceeded RMB 300 million.

Facing the impact of the epidemic, the Political Bureau of the CPC Central Committee held a meeting in April, which firstly put forward “six-guarantee” tasks, e.g. guaranteeing employment, basic livelihood, market entities, etc., and emphasized that the market interest rate of the loan should be guided downwards, so that funds should be used to support the real economy, especially small, medium and micro sized enterprises. Among the others, the political and financial supports for biomedical enterprises were more obvious especially. 

The reporter learned that the Chengdu Hi-Tech Industrial Development Zone has already launched relevant policies related to the bio-industry to provide various policy support to "care" biopharmaceutical companies, promote the development of the ecological chain in the bio-industry and help the formation of the bio-industry functional zone in Chengdu so as to strengthen, fulfill and optimize the bio-industry chain and to upgrade, improve and expand it as well.

In recent years, Chengdu Hi-Tech Industrial Development Zone has established a technical and financial service platform represented by "WinPower" to alleviate the financing difficulties of small and medium-sized enterprises. At present, it has established a financing service system covering the whole life cycle of technology-based small, medium and micro enterprises. In 2017, the "Winpower Technical and Financial Service Model" was selected as one of the technical and financial reform and innovation experiences promoted by the State Council throughout the whole country.

At the matchmaking meeting, the "WinPower" Platform awarded a license to Xiaojiahe Street, where Tianfu Life Science Park is located, and announced the establishment of the "WinPower" Xiaojiahe Workstation to energetically get through the last step of financial services.

According to the relevant director of Chengdu Hi-Tech Industrial Development Zone, the establishment of the financial service workstation was to implement the spirit of the central, provincial and municipal governments. “We will strive to promote the profound cooperation between WinPower Technical and Financial Service Platform and the industrial functional zones, streets and parks to establish the ways of financial services by dedicated persons and shifts, continuously implement and optimize financial services, help solve financing problems of the enterprises and promote their development and growth."

It was reported that the "WinPower" Platform of Chengdu Hi-Tech Industrial Development Zone has opened up a channel for online green declaration of political credit products, provided such political services of online growth loans, park insurance loans, expanding loans, innovation loans and so forth, and have helped 156 companies obtain the financing of RMB 644 million through the green channel since the beginning of this year under the guidance of the Finance Bureau of Chengdu Hi-Tech Industrial Development Zone after the outbreak of the epidemic. Next, Chengdu Hi-Tech Industrial Development Zone will continuously carry out a series of actions to support enterprises to realize stable and full production, broaden the financing channels for the enterprises in industrial functional zones, and build an ecosystem of "government, banking and enterprise + industrial functional zone + characteristic park" to promote high-quality development of regional economy.
