A few days ago, the Issue 10 of the People's Daily - Overseas Edition published a report titled Frequent “Combined Measures" Escort Overseas Returnees to Overcome Difficulties Confidently, which focused on supporting measures of various places for overseas returnees in small and medium-sized enterprises during epidemic prevention and control. Among the others, the rent reduction and exemption policy of Tianfu Life Science Park has attracted attention from the People's Daily - Overseas Edition, and has been praised by Wei Liang, chairman of Chengdu S&KM Biotechnology Co., Ltd., which has resided in the Park.

The COVID-19 has brought heavy impact to the production and operation of some overseas returnees' small and medium-sized enterprises. In the face of the emergencies and worries of the enterprises, the Government has issued multiple policies to help small, medium and micro enterprises overcome difficulties.

 

In the Tianfu Life Science Park, High-tech Zone, Chengdu, S&KM Biotechnology Co., Ltd. established by returned overseas students, and many other companies saw a good news - rent reduction and exemption in the Park: exemption in February, and half rent charged in March and April. Meanwhile, the Company could also apply for subsidies for assisting enterprises and stabilizing jobs issued by the Employment Department to vigorously promote the work resumption and production, all of which gave Chairman Wei Liang more confidence in the future development of his company.

 

"The assistance is practical and can bring real support to a growing company like us, which is very substantial!" Wei Liang told our reporter.

 

In 2014, Wei Liang ended his research work of more than 4 years at the Organ Transplant Center of Stanford University and returned to Chengdu to start his own business. Relying on the combination of liquid biopsy and artificial intelligence algorithms, his team established an individualized, full-cycle, non-invasive and dynamic assessment system for graft function and recipient immune status.

 

As a cutting-edge technology-based enterprise in the biomedical industry, the long industrial ecological cycle had proposed high requirements for R&D costs, venues, hardware support, environmental assessments and so on. Although the direct impact of the epidemic is relatively small, Wei Liang still had worries deep in his heart. In the context of the epidemic impact on the investment and financing environment, the investment institutions were not active enough and he worried that his business financing might be affected. The breaking of the cash flow (if occurred) during the R&D process might directly affect the R&D progress and product conversion efficiency of his team.

 

The insider analysts believed that some political effects might be different from the actual feelings of enterprises due to the wide range and large number of small, medium and micro enterprises. Meanwhile, some small and medium-sized enterprises with difficulties reported that the policy was “visible” but “out of reach”. This required relevant departments to take the initiative to offer further precise “assistance" so that good policies could truly benefit enterprises.

The report of the People's Daily - Overseas Edition on the rent reduction and exemption policy of the Park undoubtedly affirmed that the Park actively promoted the work resumption and production and supported enterprises to overcome difficulties.

Rent reduction and exemption policy of Tianfu Life Science Park

 

With an aim to support small and medium-sized enterprises in Tianfu Life Science Park (Phase 1 and Phase 2 projects) in coping with the business difficulties brought by COVID-19, and to unite with enterprises in the Park in a concerted effort to overcome such difficulties, on March 18, CDHT Investment Group Biomedicine Industrial Park. Management Co. Ltd. -- the operation and management company of Tianfu Life Science Park (hereinafter referred to as "CDHT Biomedicine Industrial Park Company"), officially published the rules for implementation and announcement of rent reduction and exemption policy, under which, non-state-owned small and medium-sized enterprises who rent property from Tianfu Life Science Park (Phase 1 and Phase 2 projects) and are engaged in the production, office, commercial facilities and other business activities are exempted from paying rent for February 2020, and are allowed to pay half the rent for March and April 2020. Warm tips: the period for applying for rent reduction and exemption starts from the date of announcement (March 18, 2020) and ends on June 30, 2020.

 

For the moment, CDHT Biomedicine Industrial Park Company is still receiving application materials for rent reduction and exemption from enterprises in the Park. Enterprises meeting requirements shall be approved at preliminary review, and be reported to CDHT Biomedicine Industry Development Bureau for final review. Enterprises passing the final review will have their rents exempted or reduced according to the policy. For enterprises not conforming to requirements, the application materials will be returned, and the explanation will be given accordingly.
