Before the signing ceremony, Yin Li investigated the planning and construction of the Innovation Center, stressing the needs to thoroughly study and implement the spirit of General Secretary Xi Jinping's important statements on health, adhere to the people first and life first, center on all-round and whole lifecycle protection of people's health, actively promote the in-depth integrated development of the province's health innovation chain and industrial chain, focus on the role of science and technology support, accelerate making up for the shortcomings in medical research, biotechnology, medical equipment and other areas, speed up the application of 5G technology in the medical field, vigorously promote the reform of the health care system and mechanism, and provide more quality and efficient health services for the people.

Sichuan Provincial Industry Innovation Center for Precision Medicine is established by a consortium led by West China Hospital of Sichuan University in collaboration with enterprises and investment institutions including Shanghai Pharmaceuticals Holding Co., Ltd., Maccura Biotechnology Co., Ltd., Sichuan Novuseeds Medtech Co., Ltd., WestChina-Frontier PharmaTech, Chengdu High-Tech Investment Group Co., Ltd., Chengdu High-Tech Investment Group Co., Ltd., etc., committed to breaking through a number of major and key core technologies in precision medicine, filling in the shortcomings of development of related industries and better meeting the health needs of the people.

Wang Fengchao, mayor of Chengdu Municipality and Wang Jianguo, Secretary of the CPC Committee of Sichuan University, delivered speeches respectively at the signing ceremony. Zhang Shan, Secretary-General of Sichuan Provincial Government, presided over the signing events. Leaders of relevant departments directly under Sichuan Provincial Government participated in the signing events.
