       This time, there are four major types of subsidies, including the talent subsidy for leading scientific and technological innovation talents, the settling-in subsidy for leading scientific and technological innovation talents, the talent subsidy for leading industrial innovation talents, and the settling-in subsidy for leading industrial innovation talents.

       To accelerate the introduction of urgently needed leading talents, guide and support innovation entities in the zone to develop core technologies and products, and speed up the establishment of a national independent innovation demonstration zone and a world-class high-tech park, according to the guiding principles of the Several Policies of Chengdu Hi-tech Industrial Development Zone on Accelerating the Establishment of World-leading Science and Technology Parks (CGGF [2022] No. 12), matters related to the application for talent subsidy and settling-in subsidy for leading scientific and technological innovation talents and leading industrial innovation talents in 2023 are hereby notified as follows.

       Scope of Support

       The supporting objects include talents recognized by the Chengdu Hi-tech Industrial Development Zone, enterprises with taxation and statistical relations in the Chengdu Hi-tech Industrial Development Zone, and new-type R&D institutions registered in the Chengdu Hi-tech Industrial Development Zone. Enterprises covered by statistics of the Torch Program need to submit relevant materials according to the Torch Program. The enterprises should implement standardized management, have no bad credit records, and consciously abide by laws and regulations on work safety and environmental protection. No major safety accidents have occurred over the past three years. If there are other provisions on supporting objects in the specific clauses, such provisions shall prevail. Budget management and aggregate control shall be implemented.

       Supporting Principles

       Matters in this application that overlap with other policies shall be implemented according to the principle of non-repetition and the selection of a higher figure. In principle, projects enjoying this policy cannot be covered by other similar policies at the district level. In case of any conflict arising from the adjustment of national laws and regulations and relevant provincial and municipal provisions during implementation, the adjusted provisions shall prevail. The subsidy amount shall be kept to the thousandth place after rounding down, and subsidies with a support amount of less than RMB 1,000 will not be granted (unless they are otherwise specified in individual clauses).

       Application Types and Requirements

       There are four major types of subsidies, including the talent subsidy for leading scientific and technological innovation talents, the settling-in subsidy for leading scientific and technological innovation talents, the talent subsidy for leading industrial innovation talents, and the settling-in subsidy for leading industrial innovation talents.

       (I) Talent subsidy and settling-in subsidy for leading scientific and technological innovation talents

       We support new-type R&D institutions in Chengdu Hi-tech Industrial Development Zone to introduce leading scientific and technological innovation talents in line with the direction of Chengdu Hi-tech Industrial Development Zone's leading industries and capable of making breakthroughs in groundbreaking technologies, "bottleneck" technologies, and core technologies. Talents introduced by new-type R&D institutions should be newly introduced from regions outside the province after January 1, 2022. (Talents newly introduced from regions outside the province by Chengdu's higher education institutions in the "985" project after January 1, 2022, and employed by new-type R&D institutions shall be regarded as new talents introduced by new-type R&D institutions from regions outside the province. Those who have worked in the province can be regarded as newly introduced talents if they have been away from Sichuan for more than two years and their social security has not been handled in Sichuan for two years by the date of introduction. Fresh graduates with a doctorate are not subject to restrictions on introduction from regions outside the province.) They shall sign labor or employment contracts of three years or longer with new-type R&D institutions. After recognition, an annual talent subsidy of up to RMB 5 million for three years and a settling-in subsidy of up to RMB 5 million or an expert apartment will be offered. The Science and Technology Innovation Bureau of Chengdu Hi-tech Industrial Development Zone shall directly notify new-type R&D institutions of the specific requirements.

       (II) Talent subsidy and settling-in subsidy for urgently needed leading industrial innovation talents

       We support key enterprises in Chengdu Hi-tech Industrial Development Zone to introduce leading industrial innovation talents in line with the direction of Chengdu Hi-tech Industrial Development Zone's leading industries and capable of making breakthroughs in groundbreaking technologies, "bottleneck" technologies, and core technologies. Each enterprise can apply for the talent subsidy of at most five persons per year.

       1. Key enterprises should meet one of the following requirements:

       (1) Domestic and overseas listed enterprises in the Chengdu Hi-tech Industrial Development Zone.

       (2) Unicorn or potential unicorn enterprises recognized in the Chengdu Hi-tech Industrial Development Zone.

       (3) National high-tech enterprises that meet one of the following requirements.

       ① National "Little Giant" specialized, sophisticated, distinctive, and innovative enterprises;

       ② Enterprises with an annual revenue of more than RMB 500 million and R&D investment intensity of more than 5%;

       ③ Enterprises with an annual revenue of no less than RMB 5 billion;

       ④ Enterprises with award-winning projects and units from national key innovation tasks in the new-generation artificial intelligence industry sponsored by the Ministry of Industry and Information Technology of the People's Republic of China, the Ministry of Science and Technology of the People's Republic of China, and the National Development and Reform Commission, and the finals of the National Groundbreaking Technological Innovation Competition;

       ⑤ Enterprises that create nationally influential digital cultural creation IPs (winning internationally and domestically recognized industry awards or generating a cumulative revenue of more than RMB 1 billion from IP products) in Chengdu Hi-tech Industrial Development Zone and reach the designated size.

       (4) Enterprises that have newly raised funds of RMB 10 million and above for each deal over the past two years; or enterprises incubated by new-type R&D institutions that have raised funds of RMB 5 million and above; or those recognized as high-level "enterprises with talents who have returned to Chengdu, talents with overseas experience, academic talents, and makers" and have raised funds of RMB 5 million and above. Investors should fall into the following categories:

       a. Professional equity investment institutions (funds), including private equity investment and venture capital fund managers (funds) registered at the Asset Management Association of China; venture capital enterprises registered at development and reform departments; registered executive partners of partnership enterprises; registered shareholders (or limited partners) with the largest contribution of capital. b. Domestic and overseas listed enterprises, including listed companies and their subsidiaries. c. State-owned enterprises (companies), including solely state-owned enterprises (companies), wholly state-owned enterprises (companies), and state-holding enterprises (companies). d. Angel investors registered at the "national venture capital filing management system" of the National Development and Reform Commission. Angel investors and the applicant enterprises should be non-related parties, that is, they should not have the relationship stipulated in the Company Law of the People's Republic of China. e. Incubators and registered maker spaces at or above the municipal level that are recognized by relevant science and technology departments. Incubators or maker spaces should be non-related parties to the applicant enterprises, that is, they should not have the relationship stipulated in the Company Law of the People's Republic of China.

       2. Application requirements of talent subsidy for leading industrial innovation talents

       (1) Leading industrial innovation talents introduced by key enterprises in the zone should uphold the Party's principles, guidelines, and policies, abide by laws and regulations, and have good professional ethics. They should be newly introduced from regions outside the province since January 1, 2022. (Those who have worked in the province can be regarded as newly introduced talents if they have been away from Sichuan for more than two years and their social security has not been handled in Sichuan for two years by the date of introduction.) They shall sign labor contracts of three years or longer with the introducing enterprises. The talent's research directions should conform to the core technology or "bottleneck" technology directions of leading industry segments in Chengdu Hi-tech Industrial Development Zone, mainly including the integrated circuit, new display, industrial software, industrial Internet, innovative drug, high-end medical device, new materials, big data, artificial intelligence, network information security, XR (extended reality), energy conservation and environmental protection, aviation economics, intelligent terminal, network communication, communication technology, satellite Internet, digital cultural creation, drone, aircraft engine, precision instrument and equipment, intelligent robot, consumer electronics, equipment manufacturing, basic software, new energy, 5G, intelligent connected vehicle, next-generation network technology, digital economy, financial technology, etc.

       (2) The value of talents can be recognized by the market. In principle, the annual income of talents in the introducing enterprises shall be no less than RMB 800,000, mainly including salary, bonus, performance pay, actual returns on equity and options, etc. In principle, the annual income of talents in the fields of integrated circuits, artificial intelligence, and financial technology shall be no less than RMB 1 million, while that of talents in other fields shall be no less than RMB 800,000.

       3. Application requirements of settling-in subsidy for leading industrial innovation talents

       Leading industrial innovation talents introduced by key enterprises in the zone after review and recognition. The talents have worked continuously for 12 months or longer in the applicant enterprises and have completed the (first) application for talent subsidy. The talent's families (including the spouse and minor children) have no self-owned real estate properties in Chengdu (11+2 urban areas) and no real estate transfer records, and do not enjoy other housing purchase support policies of Chengdu Hi-tech Industrial Development Zone (including purchased public properties, indemnificatory housing, fundraising for housing construction; and differential subsidies for talent apartment purchase policies). Housing purchase in Chengdu Hi-tech Industrial Development Zone for the first time (including commercial housing, second-hand housing, and talent apartments). The time of housing purchase (subject to the filing time of the housing purchase contract) must be within 36 months after talent introduction. If the leading industrial innovation talents originally recognized according to the Special Support Policies on Urgently Needed Leading Scientific and Technological Innovation Talents and Urgently Needed Leading Industrial Innovation Talents in Chengdu Hi-tech Industrial Development Zone (Trial) (CGGF [2022] No. 1) meet the requirements for the settling-in subsidy during the implementation period, the policy shall be applicable and implemented according to the detailed rules for the implementation of this policy.

       Supporting Standards

       (I) Talent subsidy for leading industrial innovation talents

       (1) Supporting requirements and types

       Leading industrial innovation talents introduced by key enterprises in the zone after review and recognition include the following two types:

       ① Leading industrial innovation talents who have worked continuously for 12 months or longer in the introducing enterprises and whose annual income (during the calendar year or 12 continuous months) has met the grading and other requirements shall be included in the (proposed) support list of leading industrial innovation talents after application.

       ② Leading industrial innovation talents who have worked continuously for less than 12 months in the introducing enterprises but whose annual income (during the calendar year or 12 consecutive months) will meet the grading and other requirements shall be included in the qualification filing list of leading industrial innovation talents after application and then included in the (proposed) support list according to procedures after relevant requirements are met.

       (2) Supporting standards

       According to the expert's review and recognition, talents of Grade I-VI shall be given an annual fixed subsidy of up to RMB 5 million, RMB 1.5 million, RMB 1 million, RMB 500,000, RMB 200,000, and RMB 100,000 for three years. (Note: Grade VI is newly added). If the annual salary, bonus, and performance pay of talents can reach RMB 500,000 or more but cannot meet the requirement for the annual income of Grade VI talents, the existing earnings of options and equity in the current year can be included in the annual income for calculation. They can be rated as Grade VI talents with an annual talent subsidy of RMB 100,000.

       (II) Settling-in subsidy for leading industrial innovation talents

       According to the talent grade, those who purchase residential housing will be given settling-in subsidies in line with the transaction price of residential housing, while those who purchase talent apartments will be given differential subsidies in line with the preferential amount of talent apartments. The subsidy amount shall not exceed the actual amount of housing purchase. The subsidy amount shall not exceed the actual amount of housing purchase. Talents of Grade I-VI shall be given a settling-in subsidy of up to RMB 5 million, RMB 2 million, RMB 1 million, RMB 800,000, RMB 500,000, and RMB 200,000 respectively. The subsidy for housing purchase will be allocated in three years, with 40% of the subsidy amount allocated in the first year and 30% in the second and third years respectively.

       (III) Approval procedures

       The applicant enterprises should prepare and review relevant materials according to the requirements of the application notice, and submit the materials to the competent department of the industry or sub-district office at the enterprise registration place for preliminary review. After the preliminary review, relevant materials should be submitted to the Science and Technology Innovation Bureau for review, due diligence, and departmental investigation. Relevant subsidies shall be granted according to procedures after the proposed subsidy list is approved according to procedures. After preliminary review by the competent department of the industry, materials for the settling-in subsidy shall be submitted to the Science and Technology Innovation Bureau, which will uniformly send the materials to the Park City Construction Bureau for secondary review, and the Park City Construction Bureau will issue review opinions.

       (I) Paper materials for talent subsidy and settling-in subsidy should be submitted in two sets respectively (i.e., one set of the application form and attachments for talent subsidy, and one set of the application form and attachments for settling-in subsidy). All kinds of application forms and attachments should be bound together with ridges. The front cover and back cover should be A4 printing paper of more than 110g. The front cover, the junction of the edges of two sheets of paper, and the parts involving the enterprise signature should be freshly stamped with the seal. The specific binding sequence: Front cover (the first page of the application form), table of contents, application form, attachments, and summary sheet. The applicant must bind the materials as required. Application materials that are not bound as required shall not be accepted. When submitting paper materials, the electronic version of the application form, attachments, and summary sheet should be submitted together (the electronic material folder should be named as the company name abbreviation + applicant name).

       (II) The applicant enterprises and introduced talents must fill in the application form carefully and ensure that the information is true and accurate. If the application materials are found to be falsified, the application qualification of the applicant enterprises and their introduced talents shall be canceled and suspended for three years. The consequences arising therefrom shall be borne by the applicant enterprises and their introduced talents independently.
