Application Qualifications

 (a) Enterprises which were registered in accordance with the law in Chengdu Hi-tech Zone after July 1, 2014, have separate legal personality, and have their relationships with national & local tax bureaus and statistics bureaus filed in Chengdu Hi-tech Zone;

(b) High-level professionals. High-level professionals refer to those who have obtained a degree overseas or a master's degree or above in China.

(c) Enterprises that have been obtained support from the "Golden Panda Program" and the "Jingrong High-tech Talents Plan" (including the startup fund for high-level professionals of Chengdu Hi-tech Zone);

(d) Enterprises that have obtained support from the "Jingrong High-tech Talents Plan" 2016 and 2017 and the "Golden Panda Program" 2018 (Maker Project) and have remaining sum to be allocated.

Special Note:

● Enterprises who meet the foregoing (a), (b) and (c) and are existing for less than 60 months from the date of registration (or the date of industrial and commercial tax transfer for relocated enterprises) to the date of issuance of the application notice can apply for the rent subsidy for July-December 2018 and January-June 2019 of the "Golden Panda Program", excluding those that have received 36 months of rent subsidy;

● Enterprises who meet the foregoing (a), (b) and (d) and whose selected entrepreneurship projects are existing for not more than 36 months as of the date of issuance of the application notice can only apply for the remaining sum of the "Golden Panda Program", excluding those that have obtained the remaining sum.

●When applying for the remaining sum or the rent subsidy, enterprises that were relocated to Chengdu Hi-tech Zone shall submit a transfer certificate. During application, both the applicant's equity stake and actual contribution ratio in the enterprise shall not be less than 30% (after the enterprise introduces investment, the applicant's equity stake in the enterprise shall not be less than 15%); the paid-in capital of the enterprise where the applicant selected among the support direction I of the Entrepreneurship Project works shall not be less than RMB 300,000; the paid-in capital of the enterprise where the applicant selected among the support direction II of the Entrepreneurship Project works shall not be less than RMB 1,000,000.

Application Procedures

Download and fill in the application form attached to the notice and provide documents as required in the attachment. The application paper materials shall be submitted in duplicate (electronic version of the application form and the attachment document) to the Sci-tech and Talent Bureau of Chengdu High-tech Zone.

Deadline for Application:
16:00 on July 12, 2019; late application will not be accepted.

Application Requirements

(a) Application materials include application form and attachment documents.
1. The copies submitted shall bear the official seal and the original shall be provided for inspection.
2. The application form shall be true and complete, and the attachment documents shall be complete. The Filling-in Instructions for filling-in and binding shall be strictly complied with, otherwise the application shall be regarded as invalid.
3. No materials shall be accepted after the application deadline.

(b) All enterprises and applicants shall be responsible for the authenticity and accuracy of their application materials, and the classified materials should be indicated.
If there is a deviation in the amount of subsidy calculated by the judges due to incorrect information filled in or incomplete materials provided by the enterprise, the relevant responsibility shall be borne by the enterprise itself, and the difference shall not be made up. Once the materials submitted are found to be false, the enterprise shall be disqualified from application.
