Chengdu High-tech Industrial Development Zone (CDHT) issued in April 2018 the Several Policies of Chengdu High-tech Industrial Development Zone for the Implementation of the “Golden Panda” Program to Promote the Preferential Development of Talents, which expects to introduce 20,000 high-level innovative and entrepreneurial professionals by 2025 and establish a zone of vitality bringing together talents from all over the world.
Over the past year, the Program has increasingly attracted scholars, overseas returnees, drifters in other cities and entrepreneurs to join as the “Golden Pandas” in the boom of innovation and starting business in CDHT.

Admission Criteria

Any high-level individual who has engaged in innovation and entrepreneurship in CDHT for over two years, nominated in CDHT as a member of the State-level Thousand Talents Program, Sichuan provincial-level Thousand Talents Program or the Chengdu Drifter Program and pass relevant certification procedures will be awarded a maximum of RMB 1 million. The subsidy amount is subject to the type of the first talent program, at municipal or above level, obtained by the applicant, and the admission time is subject to the issuance time of relevant document.

Application Requirements

1. The applicant should be a specialist who has applied in CDHT to join the State-level Thousand Talents Program, Sichuan provincial-level Thousand Talents Program or the “Chengdu Drifter” program and succeeded.

2. The applicant should have engaged in innovation and entrepreneurship in CDHT for over two years and have been in full-time innovation and entrepreneurship in CDHT for over one year after joining relevant talent programs. (A second application for this subsidy in CDHT is not allowed for subsidized ones)
 

Application Materials

1. Application Form for Chengdu High-tech Industrial Development Zone Golden Panda Talent Award and Application Summary Form for Chengdu High-tech Industrial Development Zone Golden Panda Talent Award (submitted in paper editions in duplicate, copied with A4 papers in duplex printing and affixed with across-page seals). Word or Excel editions should also be submitted. Please read the Form-filling Explanation carefully before completing the forms);

2. Information of the Applicant:
① Social security insurance payment certificate;
② Exit and entry record for foreign and short-term program nominees;
③ Labor relations certificate;
④ Documentary evidence of representative achievements, works, patents, awards, honors, etc.
⑤ Other documentary evidence in connection with academic and technical levels, achievements and contributions;
⑥ Letter of commitment to work in CDHT for a period of time (the above materials should be submitted in paper editions in duplicate; and the electronic editions are also required. The original documents will be checked on site, and the copies affixed with relevant enterprise seal will be submitted);

3. Information of the applicant’s employer: ① Business license and tax registration certificate; ② Leasing agreement or proof of house purchased for office address; ③ Annual financial statement; ④ Articles of Incorporate; ⑤ Business proposal; and ⑥ Annual tax payment certificate, social security insurance payment certificate, etc.
(The above materials should be submitted in paper edition in duplicate; and electronic editions are also required. The original documents will be checked on site, and the copies affixed with relevant enterprise seal will be submitted).
 

Application Procedure

The information of the applicant and the employer should be authentic and valid. Any applicant or employer found submitting false information will be disqualified from all talent programs.

(I) Deadline for application: 12:00 on March 8, 2019; any application beyond this time will be refused.
