A few days ago, according to relevant provisions of the Administrative Measures for the Determination of High and New Technology Enterprises (GKFH [2016] No.32) and the Guidelines for the Administration of the Determination of High and New Technology Enterprises (GKFH [2016] No.195), the National Leading Group Office of Administration of the Determination of High and New Technology Enterprises released the Notice on Publicizing the List of the First Batch of High and New Technology Enterprises to be Determined in Sichuan in 2019 to publish the list of the first batch of 1,054 high and new technology enterprises to be identified in Sichuan in 2019. A total of 9 enterprises in Tianfu Life Science Park were nominated.

Certificated high-tech enterprises can enjoy a preferential tax rate of 15% (25% before certification), with the tax rate reduced by 10 percentage points and the tax amount reduced by 40%.

It is more likely to obtain VC investment and loans from major banks.

According to the provisions of the Administrative Measures for the Determination of High and New Technology Enterprises, high and new technology enterprises should be resident enterprises registered in China (excluding Hong Kong, Macao and Taiwan) for more than one year which are committed to conducting continuous R&D and transferring technological achievements, forming their own independent core intellectual property and conducting production and business activities on that basis in the high-tech field strongly supported by the state.

 

There are three meanings here:

 

First, enterprises’ R&D as well as production and operation must be in line with the industrial technical direction mainly supported by the state, and fall within the scope required in the High-Tech Fields Mainly Supported by the State.

The high-tech fields mainly supported by the state include:

Electronic information technology

Biology and new medical technology

Aerospace technology

New material technology

High-tech service industry

New energy and energy saving technology

Resource and environment technology

Transformation of traditional industries with high and new technologies

 

Second, it is necessary for high-tech enterprises to possess sustained independent R&D capabilities and independent core intellectual property.

 

Third, the enterprise’s main business must be closely related to its own R&D and transfer of technological achievements.

 

Only enterprises that meet above features and reach corresponding indicators can be identified as high and new technology enterprises.

 

Enterprises that do not carry out R&D activities and are merely engaged in production and processing of high-tech products cannot be identified as high and new technology enterprises.
